The National Health Commission’s “New Year’s Resolutions” have been announced!
On January 7th 2019, the national health commission work conference was held in Beijing, where the top ten tasks of the 2019 health and wellness act. It stressed that the health system should focus on strengthening the leadership of the communist party in public hospitals, to punish corruption problems among the masses and to establish an efficient and diligent atmosphere in the industry. Ma Xiaowei, secretary of the Party Committee and director of the National Health Commission, was also present to deliver a speech.
On June 25th 2019, the General Office/Central Committee of the Communisty Party of China issued“Analysis on Strengthening Party Building/Work in Public Hospitals” hereafter known as “Analysis” clarifying that public hospitals need to implement a system of directors under the leadership of the Party Committee, with the president of the public hospitals not being able to serve as party secretary.
One of the main parts of “Analysis”was the requirement that all major health sectors work on the above implementation before August 2018.
On July 30th, the National Health commission held a committee meeting in Beijing. At the meeting, Ma Xiaowei requested that the implementation of “Analysis” should be the main priority of public hospital reform and development work. This involves the 44 committees across China and the 12,000 public hospitals that they are in charge of.
In November 2018, the National Health Commission announced that more than 60,000 party organizations in 12,000 hospitals worldwide, with 86% of officials from tertiary hospitals were members of party committees , and 83.7% of hospital heads being a member of the communist party.
On December 10th, Huang Dongsheng, former director of the People’s Hospital in Zhejiang Province, served as secretary of the Party Committee. This has been reported as the first unit to implement the new system under the leadership of the party committee.
Public hospitals have always been the core of China’s medical service system and is a prime focus in the new reform. This has made the situation of public hospitals more complicated. It is imperative that that the old system must improve to protect the enthusiasm of medical staff and the interests of the health committees. Public hospital reform is regarded as one of the most arduous tasks in this newly implemented medical reform. Thus, this reform has been the focus of attention from all parties.
The party secretary of one of the best hospitals in Nanchang stated that the party secretary should support and cooperate with the hospital head. He has acknowledged that at first, there will be some friction in relations. However with proper implementation of the accountability system, the Standing Committee and the promotion of hospitals to return to public welfare, stable hospital development will follow.
“The comprehensive reform of public hospitals is the adjustment of the institutional system. Its operational mechanism, payment system, salary distribution system and other relevant components need to be adjusted and improved” says Mr. Fengwei, secretary of the Party Committee and Director of the Health Development Research Centre of the National Health Commission. He has also stated that strengthening the party’s leadership and giving proper guidance over public hospitals is the most appropriate direction for ensuring their reform and development.
Anti-corruption efforts
The responsibility of the hospital head has much different under the leadership of the party committee.
In 1982, the former Ministry of Health set up the “National Hospital Work Regulations”, which stipulated that the responsibility system should be implemented for hospital heads. The purpose of this was to expand hospital autonomy. Since then, public hospitals continued to give more responsibility and thus power to the hospital head. In some cases, hospital heads were regarded to have equal power to that of the party secretary. At present, “Analysis” includes a clause that is directed at medical anti-corruption.
According to unconfirmed statistics, more than 380 medical personnel were investigated in 2017. In 2018, anti-corruption investigations continue for a more stable hospital system for 2019.
The National Health Work Conference of 2019 emphasized that 2019 is the 70th anniversary of the founding of the People's Republic of China and is a crucial year for the development of a consistent, efficient and well-off society.
The National Health Commission should be guided by Xi Jinping's new era of socialism with Chinese characteristics, comprehensively and thoroughly implement the spirit of the 19th Central Committees of the Party. The tone of work, the strength of the party’s leadership and its ability to implement reforms in the era is imperative to achieve a healthier China.
The top 10 priorities issued for the new year, as deployed by the National Health Commission of the People’s Republic of China
1、The promote the progress of a healthier China, with policies focusing on important risk factors, at risk populations and chronic diseases.
2、To focus resources in improving the capacity, accessibility and construction of county level hospitals and other medical centers. And to also implement the family doctor system throughout China.
3、Strengthen the “Three doctors” linkage reform to solve the problem of expensive medical treatment, to improve the national essential medicine system. This would focus on the improvement of management in public hospitals, coordinate proper medical price adjustment and performance evaluation of public hospitals.
4、To build a more standardized/mature grading system for diagnosis and treatment that allows for a more efficient use of medical resources.
5、To initiate a system-wide effort to implement health poverty alleviation projects, including the care system for those of the working class to control health risk factors in poverty-stricken areas.
6、To carry out prevention and control for major diseases among the public, including the continuous planning of immunization for the population. To strengthen the prevention and treatment of infectious diseases, endemic diseases, chronic diseases and occupational diseases.
7、To promote stable population development and healthy aging and to build a care system for the aging, especially the strict implementation of the five systems of maternal and child safety
8、Promote the revitalization and integration of Chinese medicine into our healthcare as well focus on its scientific and technological development.
9、Strengthen team building in healthcare professionals. Improve the policies related to standardized training for medical residents. Perform proper performance evaluations for health professionals across China.
10、To promote the modernization of health governance systems and capabilities. To strengthen policy interpretation to implement a comprehensive supervision system, strengthen scientific and technological innovation and deeply participate in the development of global health.
