Health Commission: We will build 500 county-level medical organizations this year
On April 12th, the National Health Commission held a press conference in Changxing County, Zhejiang Province to promote the construction of county-level healthcare organizations. “Integration of healthcare organizations, Acceptance by the community, Shifting of bureaucracy in service” are the goals suggested by Zhang Ping, director of the Zhejiang Provincial Health Commission, on this claim.
Currently, approximately 2,388 county-level medical communities have been established throughout China. After four years of practical research in Chang Xing County. A close-knit medical organization, along with Shanglian Sanjiao Hospital has been established. This achieves the goal of increasing the accessibility of healthcare for the ill.
The construction of this medical community raises questions to its improvement. How can Zhejiang’s medical community best integrate large and small hospitals so that even the most common of citizens can have access to high-quality medical services.
Zhang Ping introduced that Zhejiang will use these new organizations to promote medical reform in the county. It aims to strengthen the service capacity of county hospitals, thus negating the shortcomings of primary medical service communities. These organizations will consist of representatives from each county-level hospitals and community health centers. This could better contribute to the integration of large/small hospitals as well as community healthcare centres, to better form a family within in this community.
One Network: Zhang Ping said that Zhejiang Province will established a unified service center for inspection, imaging, ECG diagnosis and disinfection supply in the county. Establishment of business management centre to allow for better distribution of finances, workers and resources to better establish a quality standard across the county.
One Account: Financial Management, as said by Ma Weihang, Zhejiang Provincial Health and Wellness Committee inspector, is “best handled through unified procurement of medical resources to better implement long term prescriptions for the masses.”
One Manual: To better deal with any shortcomings of the working class medical institutions through unified recruitment, centralized training and post management for medical personnel.
Building a better medical community
Zhang Ping has stated that Zhejiang Province will strive to be a strong leader in county-level healthcare, achieving appropriate treatment for all patients with serious diseases.
According to reports, to allow for the comprehensive promotion of county-level medical organizations, Zhejiang will focus on “compensating for shortcomings, weakening the key points, focusing on key issues, and rapidly solving any arising issues”. Thereby reforming the county-level tertiary health care network, and reforming the fragmentation management model of county medical and health institutions.
Construction of these medical organizations will involve increased autonomy of medical organization management, medical insurance fund performance, mass health improvement and patient satisfaction as core indicators of a successful medical community.
To strengthen the "three doctors" linkage, reduce the burden of medical treatment for the masses, deepen the reform of medical insurance payment methods, implement the medical insurance institutions and the medical community to negotiate the total amount of medical insurance budget, promote the inpatient services according to the disease group points method, outpatient services and family doctors sign the contract to pay by the head are other parts of this reform.
Finally, the new form aims to create an established information management system for the public, to reduce unnecessary medical treatment, operation costs and develop a new medical service on the internet.
